It's mostly keepered land that birds are found poisoned on
a small minority of keepers think anything with a hooked beak is fair game.
It's mainly Sparrowhawks and Peregrines that upset the pigeon fanciers, so I don't think they are the main threat overall.
Vulnerable nests are watched but enough people aren't available to watch them 24/7 and even when someone gets caught and fined it doesn't stop them from trying again
There are some sad delusioned people out there
