This is a hard call, first of all you are talking to people who dont see any short-toed in Britain, although they have been recorded but usually in winter. Second, your living in an area that overlaps the 2 species, so you get both. If possible enlarge any side on plumage pattern and the birds feet and then maybe you will get an answer. Maybe you can help me?? I photographed a small cormorant yesterday which I think maybe the race SENENSIS, found commonly in Holland, I can post a pick to compare.

Length of hind claw, and also bill (long), distinct brown tinge to the lower flanks, white spots on wing tips, I would go for SHORT TOED.

Send the photo or post will do my best for you in respect of Cormorant but im learning myself but will consult my Dutch bird books for you with pleasure.

Im not convinced this is a Short-toed Treecreeper, the identification of these birds is very complex and the calls are more important than the plumage detail which is variable in both species. The bill length is very difficult to judge and there is an overlap of bill length in both species of Treecreeper, the bird in the image looks like a juvenile which in Treecreeper would be duskier on flanks and vent, I don't think it would be prudent to say that this is 100% a Short-toed Treecreeper
