Cool Similar juveniles...aaaargh!!

Saw this bird in Connahs Quay reserve today and it appeared to be harrassing flocks of Redshank and Godwit in bird of prey fashion, is this normal behaviour? Anyway, reading my books it appears to be either a juvenile Herring Gull or a juvenile Lesser Black Backed Gull, which apparently are identical. One description mentions the Herring has white wing panel which this one doesn't appear to have so I'm presuming LBB.
Any more clues?

Behaviour suggests a skua, but we don't get these down in the soft south so I'm no expert.....

I give up.

He almost looks like a skua due to how brown looking it is. But...........I'm hopeless at iding the seagulls.

Herring gulls and LBB gulls can be aggressive and harass other birds no end to try and get food from them.

The tail with well marked rump then tail band suggests Juv Herring Gull.
