They're meant to be yellow and grey, like a grey wagtail with a yellow wagtail's head. Mike's is a juvenile, I reckon.

Juveniles in autumn can be completely devoid of yellow and so look even more like White Wagtails, but the lack of a broad, dark ring across the breast should prevent confusion.

The absence of a BROAD dark breast band - young Citrine often has narrower dark markings on the breast. It's still a rare vagrant in the UK though, so you don't get to see them very often.
