Well, I understand that it's allowed in Amsterdam at least.
Perhaps this explains everything - Treecreeper feeds on trees too close to Amsterdam cafe, becomes 'stoned creeper' after breathing in smoke from the cafe, fails to tell the difference between trees and bricks due to intoxication, and ends up treated as a new species (Brick Creeper) by the Dutch ornithological organisations who already recognise more species than most other official authorities.
